“The real question is, what is the role of local law enforcement?” said Robert Dunham, who chaired the Criminal Division at the Justice Department from 1997 to 2001. He recently co-authored a book on the topic. “When I went around in the 1970s and ’80s, local law enforcement made a tremendous difference in how the justice system worked.
