The U.S. government has not officially designated the Philippines as a drug-producing nation, but the Philippines has been designated as a transit country for drug precursor exports to the United States.
Under a U.S. Drug Enforcement Administration (DEA) drug import enforcement rule, a transit country for an illegal drugs shipment can be designated as a drug-producing nation if it has a record of “high volume or quality” transshipment of precursor chemicals and if it is “associated with” any other drug in its market, such as cocaine.
Under the rule, the Philippines has been designated as a transit country for an export shipment of marijuana in January 2014.
Since then, the Philippines has been reclassified to one of the highest tier 1 countries in the world: transit country for the importation of precursor chemicals and the export of precursor chemicals.
The U.S. Drug Enforcement Administration’s Office of Field Operations’ (OFEO) Pacific Region’s Joint Drug Task Force has been tasked with the evaluation and classification of foreign nations that export to the United States.
The OFEO is made up of the OVI Office to Investigate Foreign Narcotics Trafficking and OVI Office to Analyze and Mitigate (OAM) Division (which specializes in international crime and drug enforcement), the U.S. Customs and Border Protection (CBP), and the Office of National Drug Control Policy (ONDCP).
The National Institute on Drug Abuse (NIDA), the National Institutes of Health (NIH), the Department of Health and Human Services (HHS), the Department of Defense (DoD), the Defense Threat Reduction Agency (DTRA), and the FBI are all members of the OFEO. Other national organizations with expertise in intelligence and law enforcement are included as well.
The DEA has determined that it is in the interest of the American public to classify every country as a “drug-producing nation.”
The DEA states, “The Drug Enforcement Administration (DEA) and its Joint Narcotics Task Force
