Yes, Photoshop is free for Windows 10. The same goes for other major Creative Cloud products such as Illustrator, After Effects and Sketch for Windows, but if you want to use this to create artworks for other platforms, you’ll need to download the Adobe Creative Cloud membership from Microsoft:

As a reminder, you can also use the free version of Adobe After Effects to create artworks, but there are restrictions to using it: it’s only compatible with Windows 7+, 10 and Windows Server 2008, and can’t access the Adobe Lightroom or Adobe Photoshop cloud services (it can, however, access other storage services such as Adobe Digital Editions, but those require the paid premium membership to access) – you can’t send them files or edit them, you’ll have to sign in to Adobe through your Windows account (or use your web browser instead)
Can I use my Creative Cloud account as my PC in Windows 7?
Yes; Creative Cloud accounts sync between Windows 7 and Windows 10, and you’ll be able to use your PC under a Creative Cloud account just as you’d use Photoshop or Lightroom on your PC.
Can I work with my Windows 8.1 PC in my Creative Cloud account?
Yes. The creative cloud desktop applications will work with any Windows Store or Windows Phone PC, and you’ll be able to use the same apps with any of the Windows apps available to you.
The limitation to using Windows 8 apps in Windows 8.1 is still there, however; only Microsoft Store apps are compatible with Windows 8.1 as it was designed for PCs.
